Louisiana Resilience Roadmap

This partner work is supported through capacity building funds through EPA and focuses on utilizing a structured decision-making process to implement aspects of the Region 7 Guiding Principles Framework.

This work is informed by an advisory group. The advisory group also informs our EFC partner work that is described above. Link to advisory group to be provided at a later date.

Georgetown Climate Center

Greauxing Resilience at Home: A Regional Vision
In Region Seven of the Louisiana Watershed Initiative, the Capital Region Planning Commission partnered with the Georgetown Climate Center to engage with dozens of directors of departments in local parishes and state agencies, leaders of regional non-governmental organizations, academic researchers, community members, and more between fall 2020 and spring 2022.

The result of that partnership is: Greauxing Resilience at Home: A Regional Vision (Regional Vision). This Vision is an innovative combination of legal, planning, and policy resources, along with detailed case studies, to promote community resilience through housing and nature-based solutions, especially in areas experiencing population changes and transitions.

Regional capacity analysis and regulatory review

This work supports Dr. Thomas Douthat to provide critical baseline data to inform our understanding of the current capacity and regulatory context for the regional capacity building efforts of Region 7. This work includes an analysis of land use regulation and development standards and an analysis of planning documents across the region.

Shrimp boots to pirogues: Fostering Regional Watershed Collaboration and Planning

This partner work is supported through capacity-building funds through the aforementioned EFC’s and focuses on hosting two workshops. The first workshop will take place during the Fall of 2021 and will focus on bringing together individuals to discuss regional watershed planning approaches and how to fund them. The second workshop will support capacity building efforts across the region and will take place during Spring of 2022.

An advisory group informs this work. The advisory group also has our EPA partner work, which is described below. Link to the advisory group to be provided at a later date.

NOAA RESTORE SCIENCE PROGRAM

Incorporating co-benefits and costs to coastal hazard mitigation decision making

This research is funded through the NOAA RESTORE science program and will develop a cost-benefit framework for watershed management that will inform and reduce uncertainties during project selection of the Louisiana Watershed Initiative. You can read more about the research here: https://restoreactscienceprogram.noaa.gov/projects/louisiana-watershed-management

The project team includes: Capital Region Planning Commission (Lead), LSU, LSU Agricultural Center, Pontchartrain Conservancy, Louisiana’s Office of Community Development and, Department of Environmental Quality.

RESTORE CENTER OF EXCELLENCE

Past and future migration in coastal Louisiana: Modeling the impact of flood exposure and economic change with microdata on households and businesses

This research funded through the RESTORE Center of Excellence will: (1) develop new modeling strategies and micro-level data sources for exploring coastal population change A major contribution of the project is to address issues of measurement at an appropriate temporal and geographic scale to understand individual- and community-level responses to coastal hazards. (2) Measure the empirical effects of flood events on altering the baseline pattern of population and economic shifts in coastal Louisiana. (3) Build bridges between the Coastal Master Plan and other regional planning efforts that are anchored in empirical analysis and projection uncertainty.

The project team includes The Data Center of Southeast Louisiana (Lead), LSU, and the Capital Region Planning Commission.
