MOVE2042 | Livingston Parish Public Meeting

The Capital Region Planning Commission (CRPC) will host public meetings and launch an online survey in five parishes to gather public input for the Long-Range Transportation Plan for the Baton Rouge Metropolitan Area, a plan called MOVE2042. 

The long-range transportation plan is important to the Baton Rouge Metropolitan Area because regionally significant transportation projects must be included in the plan to be implemented, regardless of their funding sources. CRPC urges residents and business owners to attend the open house meetings and fill out the online survey so the public’s transportation priorities can be included in the plan.  

Open house meetings will be held from 4:30 – 7:30 p.m. in the following locations. Citizens are encouraged to attend the meeting most convenient for them since the information presented will be consistent at each meeting.

Planning Commissioner Training

The Capital Region Planning Commission will host its quarterly Planning Commissioner Training Workshop in the City of Baker Council Chambers Saturday, June 10, 2017 from 8 a.m. - 12 p.m.  The training is an opportunity for planning officials to complete their Act 859 four-hour training requirements.  

The course will be taught by Stephen D. Villavaso, FAICP, J.D. with Villavaso and Associates, L.L.C.  There is no cost to attend this training. 

CRPC provides technical assistance to constituent governments.  These programs and services are funded in part by local member dues.  Training materials have been developed to meet LA RS 33: 103.1.

Emissions Reduction Credits Banking Conference

DEQ will soon be implementing a revision to its emissions reductions credit (ERC) banking rule that expands the eligibility of emission reduction projects to mobile sources (e.g. trucks, marine vessels, trains).  Implementing this new ERC strategy will help improve Baton Rouge air quality and mitigate constraints to economic development of the current “point source only” banking system.

To help the regulated community and general public better understand the ramifications of this banking rule revision, the Baton Rouge Clean Air Coalition (BRCAC) in conjunction with Louisiana Department of Environmental Quality (DEQ) is sponsoring a conference to be held January 26, 2017 at the DEQ Conference Center located at DEQ headquarters in the Galvez Building, 602 N 5th Street in downtown Baton Rouge.

Speakers will address the specifics of the new banking rule (AQ365); air quality and economic benefits; ERC project opportunities with roadway, marine, and rail emission sources; a new information resources website; interpollutant trading; Baton Rouge area emissions credits markets; legal issues with the new ERC program; and comparisons with a similar program being developed in Texas.
